  • Age
  • Academic qualifications
  • Language proficiency
  • Professional experience
  • Annual income
  • Business ownership

Applicants currently need to satisfy at least 6 out of 12 criteria to submit an application. Meeting the threshold makes a candidate eligible to apply but does not guarantee approval.

Important assessment factors include:

  • Applicant is aged 50 or below
  • Master’s or doctoral degree from an eligible university
  • Eligible postgraduate qualification in a STEM subject
  • Proficiency in two languages
  • English-language proficiency
  • At least five years of graduate or specialist-level experience
  • Experience with multinational or reputable organisations
  • Experience in specified industries
  • International professional experience
  • Annual income of at least HK$1 million
  • Ownership of a qualifying profitable business
  • Ownership interest in a listed company
2. Achievement-Based Points Test

This route is intended for individuals with outstanding talent or internationally recognised achievements.

Applicants may qualify if they:

  • Have received an internationally recognised award, such as an Olympic medal, Nobel Prize or comparable honour; or
  • Have made a significant contribution to their profession and received substantial recognition from industry peers

The eligibility standard under this route is exceptionally high.

Step-by-Step Hong Kong QMAS Application Process
Step 1: Evaluate Your Eligibility

Check whether you meet all the basic requirements and determine the most suitable assessment route.

Step 2: Complete the Self-Assessment

Applicants choosing the General Points Test should confirm that they satisfy at least 6 of the 12 applicable criteria.

Step 3: Collect the Required Documents

Documents may include:

  • Valid passport
  • Recent photograph
  • Academic certificates and transcripts
  • Updated CV or résumé
  • Employment reference letters
  • Evidence of professional experience
  • Language-proficiency documents
  • Salary and income records
  • Bank statements or proof of funds
  • Professional licences and certifications
  • Business ownership documents, if applicable
  • Evidence of awards and achievements
  • Marriage and birth certificates for dependants

Certified translations may be required for documents not written in English or Chinese.

Step 4: Submit the Online Application

Complete the QMAS application through the Hong Kong Immigration Department’s online system. Every claim made in the application should be supported by valid and consistent documentation.

Step 5: Pay the Application Fee

The current government application fee is HK$600 per applicant, including each dependant. This fee is non-refundable.

After approval, a separate visa issuance fee applies. For a visa with a relevant period of more than 180 days, the current issuance fee is generally HK$1,300. Applicants should verify the latest charges before applying.

Step 6: Application Assessment

The Hong Kong authorities will review the applicant’s:

  • Educational background
  • Professional experience
  • Language ability
  • Income or business profile
  • International exposure
  • Professional achievements
  • Potential contribution to Hong Kong

Additional documents may be requested during the assessment.

Step 7: Receive Approval and E-Visa

Successful applicants can pay the applicable visa issuance fee and obtain their electronic visa. They can then make arrangements to enter Hong Kong according to the conditions stated in their approval.

Is a Job Offer Required for Hong Kong QMAS?

A confirmed local job offer is generally not required at the time of application. Successful applicants can enter Hong Kong and explore suitable employment, professional or business opportunities.

This makes QMAS an attractive option for qualified professionals who want greater flexibility in planning their careers.

Can Family Members Accompany the Applicant?

Eligible QMAS applicants may include:

  • Spouse or eligible partner
  • Unmarried dependent children under 18

Applicants must demonstrate sufficient financial capacity to support and accommodate all accompanying family members.

Hong Kong QMAS Processing Time

Processing times depend on the completeness and complexity of each application. Delays may occur when:

  • Documents are missing or inconsistent
  • Additional verification is required
  • Authorities request further information
  • Academic or professional claims require detailed assessment
  • Application volumes are high

Submitting a complete, accurate and properly organised application can help avoid unnecessary delays.

Pathway to Hong Kong Permanent Residency

QMAS visa holders may become eligible to apply for permanent residency after seven years of continuous ordinary residence in Hong Kong, subject to meeting the applicable legal and immigration requirements.

Permanent residency is not granted automatically and must be applied for separately.
